I don't know if the OP has the worst manager ever or if the OP is the dumbest employee ever, each manager I know briefed that 2019 and 2018 final would be like 65% of the calculation
The decisions have already been made and they were made a while ago. Working extra hard trying to justify your position is a waste of valuable time you could be using to find a much better place in your working life.
