Grade 11/12 do most of the serious work in this company. I think you’re describing PE/DE
Cisco grade 12 are Fat Cats. Earn more and contribute less.
No wonder grade 12s just glide, and has no backbone.

a 12 has a 25% target bonus. RSUs are no longer that common and allocation to grade 12s is sparse and for high performers only. median 12 base salary is 167k.
