Are line managers not making LR decisions a violation of the People Deal?

During today's Check-In, someone asked "My manager has told me that he, his manager, and their peers have not been consulted regarding who in their organizations might me selected for pre-notification the upcoming LR. Can someone address how the decisions as to who will be selected are being made and if the line managers not being in the loop is a violation of our People Deal?"

LR's are more budget driven and decided by people higher than line managers, but without the old school performance reviews, our regular manger/employee discussions should be telling us where we lie on in the risk scale in an LR or the People Deal isn't living up to its mandate.

While some business entities may have done ranking, I know for a fact in my unit that the senior director made all decisions without any rankings and he informed directors under them. Front line managers won’t know until after the impacted people as the directors are doing the notifications.

all Leaders here think of "Me" first.

Cisco has been downhill while other companies are much more successful. The mis-Conception of having billions which I think is all funny money that somewhere in the line someone is cooking the books.

Managers (now termed Leaders) roll up the rack&stack. Bean counters roll down the % budget to cut for cisco to make the next forecast. Done. Front line does not know how far up the cut will happen to make the numbers match.

If "Managers" don't have a say or a clue (true wrt Cisco), they shouldn't be called "Managers". If you are in a train where the driver doesn't know what is going on, who is controlling or where it is heading, would you want to be in that train? Would you ride in a car where the driver is clueless and shirking responsibility? Think about it.

LR list suggested by the manager. What are you saying? Managers are trained to talk in a certain way when they convey the LR message. It is 100% your manager that suggests your name. Managers are even asked to not provide references. What people deal are you talking about? It is c-ap.

Rank the employees ...... put it a spreadsheet.... submit it to upper management ..... LR list made based on manager’s feedback

Cisco is a relationship based company. Work for another company if you want performance factored in promotions and layoffs.

The response to the question was: "These decisions and the consultation process between leaders varies by organization. The business case process is wrapping up and we anticipate that managers deeper in their organizations will start to hear from their leadership of the decisions that have been made and the next steps to be taken."

I think everyone knows that LR decisions are made above the line manager's level, although their input on who is working on what projects may be needed, but that answer just shows how little the People Deal matters and that they switched to it from the prior performance reviews in order to justify granting lower IPFs to allow them to give higher IPFs to a manager's favorites.
