Is the rumor true that Exxon will move people from EMRE to the plants then layoff the remaining EMRE employees in April? I will be moving from EMRE to an operating unit soon. My supervisor told me that I am one of the people Exxon wanted to keep and moving to a plant was going to be a good move for me. My supervisor also said they would be moving into a plant position shortly after I and some others move.

Actually, large downstream companies have very little centralized support. At least they don’t have armies of people supporting technologies that were invented in the 1940s!
A decentralized technical support system is probably the dumbest move a large company could make.

My understanding is senior folks (DTLs) in EMRE will stay but will be merged and consolidated with Upstream and renamed "Principals". EMRE had been too loose with DTL titles and they want to reduce senior titles. Early- or mid- career engineers will be redeployed to site or laid off. You can't eliminate a centralized engineering organization altogether, because the site engineers are too focused on day-to-day and don't have time for long term fleet-health, job family planning, new tech, R&D, etc.
Fuels in general will be discarded - to simpleton short-term buyers.
This would be reflected in EMRE's fuels-oriented sections.
Chemicals/Plastics/Lubes - the future of EM and EMRE there is needed.
No, this rumor isn’t true. Cuts may happen as part of TMTS over the next 5 years, but plant engineers are part of those cuts.
If anyone of the refining companies that operate on a low-cost budget were to get their hands on the downstream organization, first thing that they would do is to eliminate EMRE - it’s an expensive appendage that can be discarded.
