How short are the short lists? What is the maximum number of people that are allowed on a short list?

In Chevron? I’d say a short list is no longer than 2 people, but many times there’s no short list at all. They may like to say there is one, but in reality the person they want in the position is known before the the job is posted or chosen before the posting close date.
Depends on the number of seats available. 1 seat might be a shortlist of 5. It wouldn’t make sense to bother with making a longer list and the effort required. 10 seats might be a shortlist of 20. The shortlists grow with the number of seats as the jobs are filled in order of business need/complexity. If the jobs with 10 seats has the first 10 of 20 candidates on the shortlist picked off by selections for other slates by the time their slate it up, then they still have their remaining 10 on the shortlist with which to fill those 10 seats.
No rule, but 3-5 is common. Job owner weeds out candidates that clearly can’t compete with that top group.
The length of a "short list" usually isn't strictly defined. Everyone on the short list must be acceptable to the job owner (e.g. it would be OK if the last person on the short list got the job). Typically for a single position, a job owner would narrow the list to less than 10. For very long candidate lists, it might be more than 10. For short candidate lists, it would be less.
