I am deciding whether to use all my vacation this year or carry over into 2021, given risks of being laid off in, say, Q1 2021 before using carried over vacation.

Yes, it is. They will include all benefits too. For Singapore components such as dental, 5% cash allowance included as well. Pro-rates of course. My suggestion will be for you to carry over as many days as possible to 2021. These will help increase your payout, be it severance or PIL.
Yes but floating holidays are not paid on separation. Make sure to use those if you expect to separate.
Any unused vacation - whether carryover or thisyear - must be compensated on separation.
I was fortunate enough to have 25 remaining days - and I'll receive that money on Nov 1 or so.
Your Admin (if not terminated) is best to assist on this.

@OP - that's a "yes" from me as well. Confirmed by my Admin, but still waiting to see the payment that comes through for unused 2019 COV and 2020 VAC.
It may differ for other countries, but it's a yes for the US.
