The bio of these board members shows they are almost all finance. No engineering. All they do is count beans.

Intel still has a critical mass of ICs to get the job done. Fire the board, most executive leadership, and all HR. Work with investors to become more of an employee run company. Quotas aren't nice but Gr8 and below have been subject to them every layoff. Next layoff needs to be top down weighted. ICs should get a union to be represented in decision making. FLM and above need to be looked at very carefully. Look at everyone hired in the last 10 year's.
