My department’s management decided not to count the 2nd half of the year because we weren’t all doing our regular function so couldn’t get a proper report, like they couldn’t grade us without the help of a report

What do you mean by screwed over? So you got a meets/meets. So did most of us. Be glad you didn't get a does not meets because they have to have a certain percentage of those each time. Your graded on your performance compared to others at your same level. If your expecting a exceeds they are only given out to the a– kissers.
Count me in on that, and understand many of my coworkers received the same. So disappointing.
They are useless.
