Yes. IT and H1B go hand-in-hand. H1Bs reduce costs (paying lower). Reduction in productivity by H1Bs is accepted and built into the plan.

Even though they are exempt they are not being told so. So who knows. for sure.

What is true is that there were no VIP offers as well due to critical skills status.

I see that IT works differently. Their HC is driven a lot more by demand (e.g., new projects etc). They keep hiring and firing throughout the year. I would think IT would not be firing people at this point, as they are bleeding a lot of people already, due to poaching from GM and other companies. That is much more amplified recently due to remote work opportunities at other companies (not necessarily direct Automotive competitors). IT folks did take 10% cut like everyone else, though.

From what I understand only PD within Corporate Design is excluded from head count reductions.
