It would be good for the corporation to bump the top quint down to a lower level every so often to keep them sharp and on their game.

That’s very naive. Those in the top quintile are “leadership material” in the lower CLs and management in higher CLs. Keeping them there regardless of results is the basic tenet of EM policy. Any ranking above the middle part of the middle third is due to position or future position in the company, it has nothing to do with performance.
