Are they going to pay our 2019 carryover vacation that we never got to use or is it gone? Didn’t get a chance to use them all due to covid.

C-appy that the UIS Supervisor that told his employees that they would get paid their 2019 carryover vacation wasn’t forced to pay them out of his own pocket. C-appy that the UIS Manager lied about how those people moved into the numerous project groups would be laid off yet, many were. C-appy that the lies and BS keep piling up and they want to earn trust back. Go figure!
I can confirm that those laid off in December with effective date of Feb 2021 (even garden leave) will not have vacation carryover paid out.
Make sure you email/call US payroll to confirm. I was one of those PILd in July and when November came, nothing. I called Payroll and they worked on it immediately. I week after, big chunk of money. All my 2019 carry overs were paid, and so did my 20 days of 2020. Ask for a statement on that as well. They will email it and send it as well via postal. Now I have a down payment for my new home in another city!
If you are axed in 2020, 2019 carryover can be paid out. If you are axed in 2021, 2019 carryover will be forfeited if you don’t take it.

Email US payroll and confirm the exact Pay in Lieu numbers with them. They respond pretty quickly.
If last day is sometime in 2021 (even if on garden leave), they will not pay out 2019. I tried to get an exception, but they won't budge. Cr-ppy move IMO, but is what it is.

I was paid my 2019 carryover days & all 2020 days as I never used any. Last day was in November.
Yes it will be paid out. My supervisor made sure I submitted my COV request before I turned in my computer.
