The company's been good to me for years, but it's changed so much in the last several years that I don't see my future here anymore. That makes me sad, considering I was hoping to retire here one day. But it is what it is. Now my biggest worry is whether I'll end up leaving just to end up in the same or even worse situation. I guess I won't know until I do it...

No company can guarantee you a job. Just keep up your skills so you are able to port yourself as required.
I was not a Cisco employee, but glad I did not accept their offer 2 years ago. I was in the latter quarter of my career when laid off from Lenovo. I had an offer from Cisco that was changed from RFT to contractor. Turned it down as I accepted a position with about 20% less pay, better benefits (medical, 401k, and pension). My monthly take home was about $400 less per month but medical is insanely cheaper making up for it. Plus, no worry of layoffs, great people to work with and for, and realistic goals and deliverables.

The fundamental work culture facet I never understood over my 18 years: it is a technology company; if smart people, already there, want to learn a completely new set skills that could help another part of the company...let them.
It’s a cost thing. If you’ve been around the company, you’re too expensive to retain. Better to k–l you off and hire an “Early in Career” in the other role.
Don't worry you will be LR'ed sooner than later, it is the Cisco way.
Cisco silos people to ensure no one can understand the health of the company. Working in different organizations will open your eyes to the current state of disarray. It's a house of cards.

Instead, the company silos people into their roles and do not truly let them go to another part of the company that is growing and do something completely different.
Felt the same way and took the appropriate steps to be ready by staying ready/relevant. There is life outside of Cisco (and more lucrative life to boot). Control your own destiny.
Get your resume updated and Linkedin profile and be ready to work anywhere. I read that job security is knowing that you can work anywhere. There is truth to that and work towards it. You will be happier being in control of your destiny regardless of what companies do.
