If you overheard a conference call between executives, you can rest assured that the conference call was intentionally set up so that you could overhear the call. It is a way of disseminating information and maintain "plausible deniability". Government officials do it all the time. The sentence, "From an unnamed government official" translates to "Secretary of State" or other cabinet member.
