My advice would be when it gets competent management but this guy has different ideas.

The author admitted over the history he measured the S&P beat AT&T by quite a bit. There are far better stocks for dividend and price growth than AT&T. AT&T can't be counted on for any growth
I've seen the same article countless times over the last decade. Over which the stock has done nothing but disappoint during the biggest bull market in history.
