Every time I ask for pto my manager says It depends on the business needs . They never let me go when I want to and I have so much accumulated pto I’m tired of . Gonna start looking for a new job

Where have you been? all you have to do is say you have a medical appointment somewhere. DA DA! instant excuse because of HIPAA! Staffing at my club is abhorrent.
Guess why? Oh, my elbow, my coagulator valve, etc. I am not comfortable discussing it further, but my feet hurt, I'm going to see a podiatrist. Really? you don't accept doctors' excuses anymore? Well, he said I can work every other weekend, as long as there is no swelling, and only two days this week. After a month, he will set the next appointment.
There you go. That's how it's done all year long at my club. Health reasons.
Start complaining to your lead first then direct manager then club manager then market manager then ethics but make sure you have dates and times and any other names of people who may have heard and told to about this. Go through the chain of command or they can hold that against you in some way
