Egomaniacs. They want to hear only the good things. Has any survey ever served the purpose of fixing some things in this company? I don't think so. They waste everyone's time, because they know for sure that no one intends to answer it honestly and say what they really think.

The surveys are absolutely actioned and managers can live or die by them. Just stick to the facts
The reason for the surveys is very simple - trim the undesirable employees. Dell decides that the undesirable employees are those who do not love Dell after spending good amount of time in the company. Google also trims the undesirable employees after spending 5 years in the company but in Google undesirable employee is that one who has gathered poor peer reviews for 5 years period. Decide for yourself which definition is better.
They want to identify those who are not company men, or persons if you are aligned that way and weed them out of the organization.
Layoff lists are not a thing of the recent past, they have been around as long as I have been working and even years and years before that. Put the trouble makers (i.e., not team players) on the list. When the opportunity arises to perform a layoff the people on the list are the first to go.
They want feedback but if it’s negative or “proactively critical” - watch your back. This is true for many companies though, not just Dell.

No, they really want the feedback. Paranoid types always spoil that effort.
