Is this AT&T's only business strategy?

If you've ever read the famous author Tom Peters' book "In Search of Excellence" and his latest 2018 titled "The Excellence Dividend," he states there have been very few companies that have successfully grown by way of acquisitions. It's about the most unlikely way to accomplish that. T is the living example of failure.
And pay workers, benefits, pension, 401k.
Cry, whine, bellyache. Just another day.
Most of the companies bought over the past 40 years could have been profitable on their own but when you heap on the corporate overhead from NJ/STL/Dallas they couldn't make it.
