Who is responsible for changing signs floor associates or front end associates??

Just another task piled on merchandisers in the AM.
The merchandisers are responsible for sign changes. We, also, had the front end doing sign changes when they came in at 6am, (which was crazy), now it has gone back to the merchandisers.
at our club the front end done it until they changed the hours now we come in clean the registers and start our day so i assume the floor assoc are doing it now
we get the test scanning done , we get the weekly item audits done. we get the mixed freight done , etc etc....we have insane managers pushing for 120 % with a smile every day. ...it gets done but if you go watch the security footage it is like watching an old black and white film of bumbling cops trying to catch bad guys with the film running at two times speed.. always running but never caught up enough to think you are getting anywhere. Any time spent doing this means that is not getting done. There are first graders that could run things better than they are right now.
Who ever they want....
Who has the staffing to weekly test scan... That went out the window with Covids arrival.
Each department are supposed to change their own. That's why we test scan weekly.
