I’m part of GTS and tried to apply to another role on IBM internal job portal. In the application, the terms and conditions states that I have inform my manager if interview is scheduled for new position.
My question is do I need to inform my manager that I have applied to new role?
Doesn’t make sense. Is this a requirement or just courtesy?

Application to internal positions in GOM will not raise any notifications to the manager, neither the matrix one. Informing the manager is a recommended courtesy and by the way remember that managers talk each other's.
Yes, you should inform your manager. The moment you hit the apply button on the job you're looking at, your manager is informed by email notification so give him/her the courtesy first before applying.
