In foundry biz, TSMC always work with their customers to improve their fab process.
At Intel, TMG always play their trump card to dictate how BU and Design should workaround their limitations. When TMG fail on their process, all products fail on performance and yield.
Even ATM at TMG does not behave like OSAT on flexibility, efficiency and react to changes slowly.
These limitation will not happen overnight with Intel Foundry Service. It is rotten to the core on how the way Intel Culture and ppl mentality.
In reality, at Fabless company....if this supplier/vendor sucks, we will get another one which offer better services. But in Intel, its IDM model......how do you tell TMG, BU, or software to buck up or ship out?

Let be honest TMG is and LTD is finished.
Pat will likely get a few billion and some big tax breaks and maybe even break ground and make a few shells in the desert.
What will he fill it with ?
TMG and Intel is synonymous with arrogance and toxic culture.
Listen to Pat in his face talk, you’d think it was ten years ago when 22nm came out and they actually were feared.
Since than they stumbled at 14 and 10 and 7 and they absolute power corruption and promotion of so many yes man corrupted the core.
The new leadership has no track record either in Foundry, FSM, LTD to turn it around. They are either part of the problem and failed to fix or have no clue to what the larger fundamental things that drive success in Silicon or Foundry.
It was far easier to execute from the lead but all the government money and protection won’t rescue LTD or FSM and TMG back to leadership. This isn’t like GM trying to catch Toyota or Honda 20 years ago. There is fundamental scale and business model pivot that happened when TSMC with the iPhone scale captured and Intel both passed on it and stumbled for more than a decade under BK and Bobs watch. The ultimate failure goes to Andy and the BoD during this time.
They no more can come back than IBM tried and didn’t.
PTD's toxic transfer methodology was unsustainable and directly responsible for repeated loss of process lead; starting with 32nm and incrementally getting worse with each generation until it failed completely.
Change is coming to TMG especially LTD. But they need to mute the toxic individuals ther.
