This happened to me in 2004. It was my interim (mid year) PR. I got an “O,” but when I said I wanted to go TWA since I wanted to start having kids, my PR was lowered to an EP. Doesn’t seem right. Anyways, all is good and I left Ford, but I’ve always wondered about this.

No, if everything was done by the book this is not possible.
So either you have an incompetent L6 who told you something before the process was completed (which it is possible for a L5 to over rule a L6 PR grade - but that is done before the L6 sits down to review your final PR), or something else happened.
BTW, you should have already had your final 2020 PR, so why is the poster asking this question now? Entire thing sounds strange about this post..
