Not true. Many confuse high ranking with HiPo. Not the same thing.
I’ve been on expat and am not HiPo. Most people have potential of 29. Very few have 36+
I know many who have been in expat and are not HiPo. I know HiPos who have never been expat. Frequency of job change and young supervisor is better indicator.

Look for someone who gets promoted to a role they have no business being in. Gets the position over the person who deserved the promotion and is not who everyone was expecting to get it. Comes from a group that has nothing to do with what your team does. More than likely is not a white male.
