A hiring freeze this time of year is normally to hold open requisitions for the people fleeing the inevitable August layoff. Senior leadership will look for opportunities to "layoff" an open headcount, as opposed to a person. But, more often, they want to give the internal refugees a chance to find a new role before getting their "Cisco Kiss" and a kick in the backside. You will notice it targets people over 40.
