If you quit the company, how does vacation payout work? Will you get paid for unused carry over and floating holidays too? Or just that years vacation allotment?

Comp time and floating holidays not included in payout. Carryover and the current years allotment are. It is not prorated.
You are paid for all carryover and all 2021 vacation allotment, since all vacation is granted on the first of every year.
Are you paid for your entire 2021 vacation allotment (plus any carryover)? Or is it prorated?
