African garb is a style and term for it. Look it up before pointing fingers.
Nothing at all unusual. Chevron management have, for decades, 'dressed like the locals', usually when a PSA is due for renewal. Otherwise, they never leave SR (except for boondoggles to Perth), instead letting the country managers dress like the locals.
