on red badges being added. my team has 2 new red badges in the last 6 weeks.
Thought LR will be done before aug?
Why would they do an LR in the last month of the Fiscal Year? They'll wait until the year-end earnings call (in Aug) and announce how much money they'll spend on "restructuring" to cut operational costs so they can boost their Q1 projections for the following year.
There's never been anything other than a small scale stealth LR in the last month if you can call that an LR. However, there will probably be a lot of contractors (red badges) who are not renewed going into the next year, so their last day will be the last day of the current fiscal year or in the week or two leading up to it. The contracts have been written to run through the end of the quarter which ends at the end of July, so there's no point in ending them before then.
It’s already lifted for important roles.

If the hiring is important you can get a waiver. If not …
Probably won't be until Sept if there's an LR in Aug.
