Does Cisco have money dedicated to promote and raise compensation levels for employees based just on s-x or race ?

No, they just do lots of back-end statistical analysis in HR to ensure “equity” and then either override the manager’s allocation or bully managers into redoing the allocation in the name of “equity”. Effort and talent are secondary.
Of course, this is clearly unlawful behavior, but in these times…

After the raise and RSU budget is submitted, they do some analysis and will add money if they feel the allocations were not equitable. The manager doesn't have any input or anything.

Yes there is. Had a minority that I had just hired 6 months in at midpoint (and in line with peers that had been 5-10 years in the same job) get a $10k raise with no input from me. This individual was literally showing little to no effort to learn their role and this made the situation worse...

No, there is not a specific budget. It is all one pool of funding that gets allocated using IPF and performance assessments. Pressure is applied to managers to make the "right decision" overtly through the use of bogus stack ranking exercises and covertly through mandatory woke training sessions all managers must take.

I can't tell for sure. I have been asked two or three times over the past few years to adjust the salary of female employees on what appears to be a random basis. What I mean is that the adjustments have happened outside the context of regularly scheduled compensation review cycles. So I'm going to guess there is some sort of budget somewhere.

No, there is not a special budget and salary ranges based on race or color. There is preferential treatment though. It takes a few steps to get someone where you can initiate a PIP or to let go a certain background person. They push to have diversity hires when everything is "equal" (That's a bit racist). They do a very good job with ensuring salary fairness, which is the right thing, but they also have also kept around a lot of bad diversity hires out of fear from lawsuits. They won't bring a caucasian up to the minimum of their salary range, whereas you will get a call and be asked to spend your budget on bringing the diversity person up to that level. This is the reality of things and to me has what could and should be looked at as discrimination in itself.
