OP is correct....no doubt about it. Stock buyback resuming in 3,....2,......1 decades, maybe

Look, Exxon will no longer have growing profits like it did for decades and decades. It peaked financially, will be on a long plateau, and the only question is whether it will bite the dust eventually, or overhaul itself and come back to life. But you don't buy back stock for a plateau company....you do what you can to preserve and grow the dividend. Think AT&T or classic utility stocks.

Borrowing more money to buy our own shares?
