Are there any good managers at Cisco?

There used to be plenty, but it seems that anybody and everybody who knew their jobs and who treated their direct reports well and with respect is gone by now. Most of the people who have replaced them got there through cronyism and nepotism, which says enough about their overall quality.

Not many left now. 1 in 5 is what i have seen. Cisco pays them to be evil.

In CX we still have some good managers from the old times. They have the heart and soul in the right place. Sadly you see more and more of them become frustrated with the lack of direction we have.
Newer managers could be as well be replaced by a very simple script which follows some rules. Are compliant but in reality add nothing to the company.

The pattern is there, good managers tried to look after their staff and do the right thing for the company at the same time, all ended up frustrated and left. Probably none left by now.

In order to have good managers, the senior leadership has to have a coherent strategy that can flow down to the individual contributors through the management chain.

Because Cisco's senior leadership has no coherent long-term strategy, each manager is forced to make up his/her own story to try to motivate his/her employees. Inevitably, when the senior leadership changes direction, the entire management chain looks stupid because their stories crash and burn.

Cisco is hit or miss for managers. Upper level management used to be very good in the 90's but then started pulling in managers from a caste based country in the early 2000's... things sucked under most of those hires. For a company that stressed take overs of companies who's people and management who fit the Cisco culture, Cisco missed the mark on who the pulled in. Those hires supposedly allowed better access into that country's market.
