They're waiting to see the number of folks who do not submit vaccination status. They'll draw from that pool first.
They are counting on a high mortality rate this fall/winter, it cuts back on paperwork for HR and managers don't have to deal with the off-boarding procedure and knowledge transfer.
Or are they waiting for people to walk away on their own?
