How much $$$ GOV needs to fund the project?
clearly 20B from US gov is not enough for this project
and PG dream to make it a reality could be new funding from somewhere
could this dream just another sweet talk? or just another white elephant?
My humble opinion is the CEO need to be ambitious but I think he overdo it

Build gig fab for a technology that is late and low yielding. Look at 10nm for what will happen for 4, 3 and 20A
Build a fab for non existent customers as who is going to show up for a process with 10nm records.
Seriously Qualcomm, does Pat know this companies sticks its stick in any manufacturing willing to spread its legs and offer it something for cheap ?
