Just submit feedback on your own. Why do you feel you have to wait until someone asks. That’s part of the problem.

I was asked, but the reality is your TL is not the person you spend the majority of your time interacting with. It's PO & Technical PO. The entire transformation effort was focused on removing layers, but in this case they've distanced your TL from understanding what you actually do on a day to day basis.

You mean the workday feedback? If your supervisor doesn’t ask, you’re free to submit feedback using the tool at any time. You don’t need to wait on them requesting it.
