We were told the year end self evaluation will start Beginning sep 27 through October 8. Why do we kick off the process almost 3 months before they make the evaluation official?

Copy mid year. Paste as year end. Done.
Same reason tech enters stamp time a week before it's due.

Performance Reviews are the biggest waste of time. Managers and employees all hate them. HR is running the show at the company, and they are so poorly managed - I can’t believe they are given any credence at all.
Why this why that.. everything is questioned. So many complaints so little time!
This change was made last year. It’s actually one I agree with because it allows us to get our bonus a few months earlier. The expectation is that performance doesn’t and shouldn’t radically change in Q4 but if it does managers have the ability to modify our reviews before they are final final.
Who cares? Seriously, it's the same thing every year and not worth the ones and zeros to comment on.
Because comp decisions are made in October/November
