The market is hot, companies desperately need employees and pay well. I don’t know if it’s a big risk to wait and hope to become the target in early 2022 (perhaps not, but I personally believe that if the mother of all cuts comes, it will happen then).
Maybe it's better to leave now because the market is really great at the moment? I wouldn't want to miss the severance but at the same time I wouldn't want to miss this momentum on the market.

People who want to leave ,don't hold back for 90 days severance .Thats nothing compared to opportunities that you seek.

Legally (in USA at least) they don't have to pay severance for a layoff either. It just looks really really bad if they don't.
ibm does not just layoff people to get rid of them - they will try to reduce their cost by putting you on an impossible plan, then putting you on a PIP, and then evaluating you a month later that you did not meet the PIP and are fired. Then they don't have to pay you severance. Happened to many I know a year or so back, mostly over 45 years old.
I hope you have come with external certifications. IBM on your resume isn't a positive in the industry. Trust me.
Kinda silly to think this way. If you can get out now, get out now. I wouldn't worry about the job market though. In the USA, it's going to likely be this way until after January 20, 2025 since the current administration is paying people NOT to work by collecting "revenue" from the people who DO work.
You can double your pay or atleast get a 50% raise by leaving ibm, most companies do the 401k match every paycheck. Benefits are better and can get stock vests, joining bonuses etc.
Layoff is just 3 month (presumably much lower than new offer) pay.
You'll wait for another 5-6 months for that?
Just get an offer right now and delay the joining by couple months if you're so keen on getting layoff money.
Don't forget other tech companies treat their employees way better than ibm and have actual projects going on.
Staying for the severance is foolish. I didn't even hang around for the Restricted Stock Grant that would have matured next April, and becomes less valuable with every new slide in the share price.

Just find another job now and don't tell IBM about it. They will eventually lay you off for lack of performance. Might even take months. Meanwhile, you have two paychecks!
what's the point staying for a layoff? the give out the minimum, if the market is hot and you find a good role, that you are happy with and pays more why stay ??
I cannot see next year being any better than this year, lets face it most companies do not like working with IBM.
