well if you read in-between the lines IBM lost the cloud and they know it - they are now considering themselves as a data and AI company.......................... until someone else does it better - oh wait....

Love this wording.

Almost everyone. Conspicuously absent from the bid invitation list the presumed fifth of the five viable US-based hyperscale cloud service providers, IBM. Nothing appears to preclude IBM from crashing the party and getting fair consideration, but its omission is notable given the noise it made in 2018 after not being asked to the JEDI dance.

It's clearly over for ibm, all the growth is in cloud where ibm doesn't operate. They're only going to pay ibm when they replace mainframes. Which is once in a decade maybe.

Person talking about RH open shift. All other companies offer similar solutions for free on kubernetes.

Everybody knows that IBM is not a US company anymore. They move all of their development and research to India, lay off US workers and replace them with cheap overseas labor. Why should tax payers money go to India!!!

What a shame that IBM is not a leading candidate for this type of contract. If only Ginny Rometty and her Executive team had shown the foresight to see the future of IT was the Cloud and had invested heavily in Public Cloud back in the 2013 timeframe, things might be different. Now IBM is standing on the pier with nothing, watching all the other major Cloud Provider ships sail over the horizon and on to Cloud success and riches.

This could be a great test of IBM hybrid cloud strategy. Build the application on RH Open Shift and then run it on AWS/Azure/GCP with perfect portability and option to also run on prem. That's message we're telling market, so AK should suggest to DOD as well. I won't hold my breath.
