I moved a lot and worked in several departments, although it has been a long time since I last made the transition. However, I have a friend for whom the transition from cloud consulting to salesforce consulting is now a mission impossible.
Is the problem in those departments or is the transition to a new department now harder than ever?

You can’t just transfer. The other department has to have budget and headcount so they can take on an additional employee.

Basically what the other poster said, they're blocking your friends transfer for some reason, most likely can't hire anyone.
Ibm managers are as-----s and lazy.
There are so many people leaving IBM that all departments are in dire need of people. For that reason, I have seen departments blocking transfer. But for sure, if you want to transfer and are denied, just let your manager or HR know that if you can't transfer you quit IBM. That usually works well to help approve your transfer quickly.
Problem is in those department. Have never had a problem moving.
