There are many who say that nowhere did they get a paycheck so easily as they did at Cisco and should continue to milk the cow for as long as possible. My experience is just the opposite. If I have to do most of the work myself on the next project as well while the others meditate and milk the cow, I will quit. No, here paychecks come easily only for some.

Yeah it's a bit of a catch 22. I mean put yourself in the shoes of a manager. They want people that are yes people that they can dump all their work on. This is the easy choice rather than deal with the ones that have are more complicated. So they will keep doing that. Are the others in your group going to get fired? In my experience no. They will just keep coasting plus the management needs to keep the headcount. It creates some really messed up dynamics and incentives and discontent from both sides in groups though which most managers are too lazy to sort out.
My experience is different. Each BU or functional organization is very different. Each manager has different standards and bias. Other companies try really hard to make it as uniform & objective as possible (This is from experience). Cisco does not. It is left to your Manager/Director. Most of them are very biased and also looking for 'yes people'. I worked really hard for about 10 years and contributed tons (did not get rewarded for it). For last 5+ years I coasted & no one cared. So, you could be in either bucket or in between

My gut feeling is your manager pegged you for the mark in your group, which is not surprising since you managed to out yourself in one short paragraph.
By the way your manager also knows that you are not going anywhere and will continue to be the whipping boy until you are ultimately laid off.
