Actually, you can. I did. I transferred and got a 23% raise.

I can tell you my experience with a job transfer: I transferred to another job at the firm which I later found out during the annual pay review that had lower pay ranges than the job I had transferred from - while my salary was not cut, my incentive comp was halved and I never got any raises, despite very high performance reviews, praise, and being in high demand. I liked the business I worked in, but after two cycles of no raises and trending at half the IC that I entered the firm at, it was no longer worth it.

Needless to say, I no longer work for JPMorgan Chase. On my way out, retention was offered.

I'm not sure who strategies this stuff at the firm, but I was quite vocal about my situation and offered many opportunities to rectify it. Instead I left at the peak of the seeker-side labor market with a high workflow, now my replacement will likely enter at a significantly higher rate while managing a lower workflow.

If your salary is inline with market rate for the position, the only way to get a raise is if your management chain agrees with it and hr or any other dotted line management agrees with it. I know its not what you want to hear, but that is how it is. You can move to another position with current salary and based on performance get a raise.
