Not only because of anxiety and the fear of getting the virus when people around me are coughing, but it’s generally hard for me to get used to the office again because the atmosphere is really bad.
It seems to me that productivity will be lower than ever?

This sounds like untreated mental illness to me.
One thing I realized during the past 20 months, those people around me who had issues with mental and emotional stability, were put at front of the stage for all to see.
Before this, many of them managed to hide their quirks and people near them just tried to ignore it. But not now. All of those bipolar/borderline/schizo folks are on full display.
There is no hiding. Your coworkers know who you are. Get help?
The only thing that’s hard for me to get used to is the new office set up. We sit too close together now and I’m near too many loud talkers and random chatterboxes. I have to be careful when I scoot back in my chair to make sure I don’t slam into the person behind me. This is with a reduced amount of employees mind you. I can’t even imagine what it will be like with a full house. Also let me throw in the people with young kids talking about how sick those kids have been lately while coughing up a lung. Yet the geniuses at the head table still think these close quarters 5 days a week is necessary.

Time to realize the world ain’t what you think. You’re afraid of the wrong thing.
What are you eight years old? Good grief, get a grip. Life is risky everywhere you go. Do you not ski or go sailing, ride a horse, skateboard, play baseball or do some type of sport because you are afraid of getting hurt? Do you literally just hide in your home so fearful of the world? Heck, you gonna catch more kissing someone for the first time these days.
Wear a mask, wash your hands, get vaccinated and social distance.
You need to learn how to adapt to the everchanging world or you’re gonna miss out on life.
