But when will Intel become more inclusive for capable employees with great expertise and great skillset? Why does it seem to me that the company has become inclusive for all but the most competent?

They love the cheap RCG labor.
Competent engineers don't want to work in a company that devalues creativity, innovation and hard work and will prioritize "diversity" and self-promotion over merit in hiring, retention, and promotion decisions.
Competent people don’t want to be underpaid in stock that becomes more more worthless by the day.
