A few close friends said something big is happening. I wish I had more details but I don’t. Feels like a reorg/layoff cycle in IT but I’m not certain.

You can layoff half the managers and directors in IT and you wouldn't notice any difference.
Sure you would; stuff would get delivered earlier and with higher quality.

Honestly why does anyone care? I'm not a software engineer and I get almost daily requests for me to interview with our competitors and partners. Seriously, there is no need to worry about a RIF unless you just love Cisco so much you're willing to put up with anything they throw at you.
Cisco has an IT department?
Most of the Directors/Managers in IT are glorified politicians. It's astonishing to see what Cisco IT has transformed into.
