What does this mean? Are we a better bank now? Are we going to really cae about customers now? Why all of this now?

They are to remain competitive. Most banks advertise no fees. Just eliminate the possibility of overdraft entirely. Person makes a purchase that would put below $0, don’t approve the transaction. What kind of person overdrafts their account anyway?
