@2knn+1eO0jowr here. I see your point. It is possible that in a system with internal postings, people with “potential” or sponsors will be getting a boost anyway.
But, my feeling is that at least some managers will go with the best qualified candidate. Moreover some of the “fake” HiPos will be weeded out.
We will never know though! It will never happen.

Hiring Managers think HIPOs do work better than the rest of the pack. They will always pick the HIPO, if the HIPO wants the job.

And honestly, many HIPOs are better than average. As a manager, if you randomly pick from a group of HIPOs, you probably end up with a really good employee.

The issue is that there are a handful of HIPOs that somehow ended up with that designation without the skills. Or their current position outgrew their skills. There are also a lot of Excellent employees who probably got overlooked for the HIPO designation because they didn’t have the skills AND the politics. …or they just weren’t lucky to find a sponsor early in their career.

‘Job postings’ are just like re-tooling the ranking system. You can ask for it. You might even get it. But it is not going to fix the system….in fact, you may not like how it looks.

Of course the internal posting will change the system. The “hiring” manager will want to get the person that will do the work, not the person that will be passing through while being trained!!!

Those are all some very nice thoughts. …but a HIPO applying to any posting would have consideration. I don’t think postings would change much.

Excellent explanation of why EM will never have an internal openings board.
When workers get close to the end of their technical technical career, they are automatically ranked low because “at this point in your career tou should have more company-wide contributions”, but the “width” of the contribution is strictly role-dependent.
The jobs with “company-wide impact”, advisors and such, are offered only to HIPOs, obviously not because of their abilities but because of the weight of their sponsors. A working internal openings board would blow up the HIPO system and show how the current management has no “meritocratic” legitimacy - it will not happen until EM itself blows up.

There is this myth that positions are filled based on qualifications only or mostly. Internal moves in most companies also consider “potential”, and based on my experience, EM is at the extreme. And as it has been discussed many times in this forum, “potential” or HIPO criteria in EM are mostly bogus.
If there was an internal openings board, “hiring” managers would have to consider qualifications with the result that the HiPos would not be selected.

I’ve thought about this a lot. I see it coming down to two things. (1) Brain drain — the senior leaders recognize the prized positions aren’t at sites and if they opened it up everyone would be fighting (and wasting time) for EMHC roles. (2) Career development - they believe they know what’s best for your career development and when you plateau they want to put you out to pasture but not let you loose.
