Do not fool yourself. Managers and supervisor are the ones who fire, layoff, PIP and NSI people not the one on the top. Permian was one of them.
At least 90% of front line supervisors will never do anything other than toe the line, no matter how dirty it is. At least 50% develop a pleasure in doing the dirty work (such as fake ranking), because it gives them a kick, they feel the power to break other people’s lives.
At EM, people with a backbone and a conscience who have been mistakenly promoted to supervisors (and to management in general) have a really hard life; eventually something has to give in.
Closest I came to quitting was due to an awful boss. He was an terrible SLS, and loved throwing people under the bus….and in such a grand manner that it destroyed their reputation far and wide. Then he liked telling them about it….how he had just ruined their career.
So no, it is not about the policy. It is about how you execute policy. And every supervisor can succeed or fail at that one.

Nope. Not front line supervisors. Decisions being made at the top are to blame. Cutting 401k, education refund, COLA for Permian, etc.
They already claimed credit for the “savings” in their performance evaluations.
