It is already quite clear that there is a big disconnect between upper management and mid level managers. Upper management don't listen to mid-level managers, who on the other hand, refuse to say no to upper management. I keep wondering what is the cause of such a disconnect.

Money at the top, power in the upper ranks, the promise of both below. The mid to lower management layers are cannibals fighting for a chair n the middle layer - if you’re not ruthless and amoral, you”ll never reach the middle for a shot at the bigs.

Where was I .. oh yes , and by the way our metrics are horrible so after you work hard there will be no bonus this year just want to be transparent it is totally your fault.
Because corporate leaders have a different agenda than every one at every level at a plant. Corporate wants to raise cash (everything is for sale), and to maybe transform into a software & technology company - with a lot fewer employees. Corporate wants to get away from making things. But in the mean time they push everyone to the brink to ship as much revenue as possible by hook or by crook, no holds barred. All employees at all levels are an expense that corporate is trying to eliminate.
You must be new here. This has been addressed here many times. Middle management is powerless. They are not decision makers but rather a buffer between the worker bees and the decision makers. All mandates come from the top down and are made with the intention of keeping the stock price high. Continually lowering operating costs is a great way to do that. If managers did what managers do elsewhere, and ask for budget money for enough FTEs to make the workload reasonable, and pushed to improve facilities and increase employee benefits, they would be "managed out" of the organization.
There is a big "Yes Men" culture within management at Honeywell. If you nod your head to everything your boss says, you'll get a chance to move up.
Those that don't nod their head, or those that push back, are sidelined, and their careers go nowhere.
Simple as that.
Disagreeing with or not following orders of the godfather(CEO), his consigliere (COO) or bosses (Presidents) will get you whacked (layoff) even if you are a lieutenant (VP/Director). The soldiers (managers) know what is happening on the street (customers, development projects, production), but they can only pass down edicts from above to the associates (workers). Threatening the status quo or failing to do what you are told will make you a passenger on a canoli run.
