Did i hear correctly that as long as you are assigned an Agile Team you do not have to return to office but the rest of Technology does? So the work around is everyone get assigned to Agile Teams?

This non-agile tech employee is still listed as remote.
Even if they "invite" me back I will stay remote. If they require me back they'll be missing a key employee for weekend coverage in a production environment.
We need to stop using that excuse. Saul has already said that “we will look at that issue” also known as LOCATION STRATEGY and co-locating people. Remember that pre-COVID. Saul was clear in the last “ask me anything” RTO and Location strategy are two efforts. If people keep saying that they can’t collaborate in the location they are in because their team is not there and that is why RTO makes no sense there is a very easy solution. Layoff or move without a package to your central teams location
Our SCRUM Master doesn't want to go in, and sees no reason for have required meetings. I think this is a common occurrence for a lot of teams in Technology. I suspect that the Agile requirement will change after management notices that people are rarely going in.
So how is that supposed to work when I'm in one Southwestern state and my teammates are spread out among numerous states in the Mid-West and Atlantic Seaboard?

Rather than leave this up to interpretation by vague wording they just need to lay it out straight.
On Agile team - 2 to 3 days a week in accordance to your scrum master.
Not on Agile team - 2 to 3 days a week in accordance to your manager
Then everyone knows how many days a week to be in the office and who to contact to coordinate their schedules.
From what others have said I believe it’s the normal 2/3 days a week with emphasis on the days for certain ceremonies. There seems to be a lot of confusion around this it seems.
Agile teams in the office for specific meetings which are typically 2-3 days A week. For people not classified as remote, 2 days one week, 3 days the next. At least how I see/read and heard from the calls.

If you're Agile, you only have to go in for certain ceremonies; Ad-Hoc. And those ceremonies are up to the team. See the Technology Workplace Guidelines.

Yes, there is a huge push for Agile teams to return to the office.
Tech. will also be moving back to the office.
The inefficiencies and disparate levels of service are driving the charge to move Agile teams and Tech. back in.
This is a priority agenda item.
I heard that only if you have Scrum or Kanban meetings monthly etc. Most of my team believes they won’t be RTO unless there is a meeting requiring presence. I don’t disagree if Defies logic to allow Agile to RTO but honestly that is the common thought it appears. Saul put them in the group to be there for meetings but no required 3/2 whereas all the rest of technology has to be 3/2. Again, directives clear as mud
Pretty much the opposite of what you just said. Emphasis on bringing Agile teams back into the office.
