"No one left to cut" argument

I've been hearing a lot of rumors about layoffs lately. It is not a good idea to worry much in advance, but I do not believe that a lot of people leaving is a reliable sign that there is no need for cuts, ie that there will be none simply because "there is no one left to cut". It is not my intention to spread rumors further, but I'm wondering why many think there will be no layoffs just because a lot of people are already leaving voluntarily? Has anything ever made sense here when it comes to cuts?
