The d-mb thing is we have tools to prevent this - pcs can be programmed to only allow 8 hours of time period before it shuts down on a daily basis.

This is happening in my line of business for at least a decade.
Funny thing about Florida - they have around 8% of the insurance claims in the country and something like 83% of the law suits. The whole state is full of ambulance chasers. I wouldn't put much stock in it.
This is currently still happening. Several employees are often working OT, and penalized if they input it on timesheets. This isn't just a Florida issue, it's bank-wide.
Not surprising, had a contract with contingent labor years ago to do an audit to make sure individuals were getting paid for the hours they worked including OT... the were significant issues there, not to mention the OT I earned over years of contracting was paid as straight time, even on holidays.
