Engineering jobs moving overseas is karma for all of the engineers who laughed when the GBCs were formed, and said "they will never move engineering jobs overseas. It must suck to be in Controllers/IT/HR/etc".

All forms of Exxon and Mobil had central engineering over the eons, although divided between Upstream and Downstream. Going to combined central engineering makes sense, although there will be natural divisions within. The difference now in the global world is that we will pretend to have USA participation just for now and then avidly staff BTC and KLTC as long as that lasts. The ultimate business plan is to let Contractors own the technology under agreements and get down to minimal staffing
