Frankly, I'd be relieved if I only had to worry about being PIPed. Instead, my manager of two years constantly threatens layoffs and even spreads layoff rumors himself from what I've heard (can't confirm it, though). We work in an environment built on fear and uncertainty. He does this because he knows everybody is more capable than he is and he probably sees this as the only way to keep us in line. If we worry about our jobs 24/7, I guess we're not a threat to him. I miss my old manager.

Why would anyone believe a manager when he says there's layoffs coming? Layoffs only come from Dallas and no one less than a Sr VP of the corporation has any effect on if they happen or not. Just report your manager to HR for creating a hostile work environment and move on with your life.
Layoffs are better than PIP if you have 10 years or experience. Severance is better and can say not based on performance like PIP.
